I used Wheely in Moscow, Saint Petersburg and London.
Customer experience much better then with other online services or regular taxi. Always in time, polite drivers dressed in suits and ties. They always asked what kind of music do you prefer, offered iPhone charger, helped with luggage.
I just came from italy for work, London is new to me and i knew blak cabs are expensive. A friend told me abiut this app and now i tried and confirm! I cant believe i had almost a private driver and paid not much. Highly recommend! The driver even opend a door for me and had a suit and air conditioner was priceless thi summer!!

Some bad moments
At first, I wasnt sure why I would ever use this service vs a black cab. But, then it dawned on me: a fixed price never changes, even with traffic. Also, the company uses Prius through Green Tomatoe, which makes them a green alternative. Prices are very fair. Will definately continue to use the service when I need them.
The service is very useful, kind and helpful employees, but if you would, please change the Gorkaya st. to Tverskaya, it feels like 10 years ago :-)

Great service overall and Im a big fan except recently I stumbled across the fact that drivers are immediately informed of what rating they are given by their passengers so if you rate them badly and they pick you up again (very common) youre in an awkward position.
So dont rate drivers at all for now which defeats the purpose of this all.
Also note that drivers are rating passengers as well. I just learnt this recently through one of the drivers and this is not mentioned in the app. Not a bad idea but passengers should be informed as well.

Issues with notifications. Had to resend SMS twice during registration and havent receive any notifications when driver has arrived, even though he notified the system. Look at the map to see if the driver is here.
